Justice Undertakings for Social Transformation (JUST) Programme
What is the JUST Programme?
A four year project designed to contribute to the progressive strengthening of the justice system in Jamaica through technical legal assistance, capacity building, and institutional strengthening support to strengthen justice sector institutions in Jamaica.
JUST aims to have long-term impact that will benefit the Jamaican population as a whole, the most direct beneficiaries of JUST falls under two broad categories :
1. Justice sector intuitions and the individuals that make up or use these institutions and
2. Civil society and individuals from the most impoverished and marginalized corners of Jamaican society.

UNDP has been actively supporting citizen security, access to justice and deepening democracy in Jamaica through previous projects. Against this background, the Ministry of Justice and Canadian International Development Agency (CIDA) and UNDP agreed to partner in support of the government’s justice reform initiatives. In December 2011, the Ministry of Justice and CIDA launched a CDN $18.5 million Justice Undertakings for Social Transformation (JUST) Programme to facilitate the priority actions. Because of its experience in the Jamaican justice sector, access to a global network of technical expertise and strong relationships with state, civil society and international development partners, UNDP is unique positions to assist the government through the JUST programme in capacity development of justice institutions.
Objectives & Outputs
Objective : Strengthened Justice Sector Intuitions
Intermediate Result: Improved Operational efficiency and participation in the implementation of Justice Reform and Policy measures.
- Improved service delivery and management capacity of justice sector institutions
- Improved capacity of communities and civil society organizations to participate in justice reform and promote public order
