United Nations Development Programme Jamaica

Overview

A total of 12 United Nations organizations are represented in Jamaica. These include United Nations Development Programme (UNDP), Food and Agriculture Organization (FAO), Joint United Nations Programme on HIV/AIDS (UNAIDS), United Nations Environment Programme (UNEP), United Nations Education, Scientific and Cultural Organization (UNESCO), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), United Nations High Commissioner for Refugees (UNHCR), World Health Organization (WHO)/Pan-American Health Organization (PAHO), and International Organization for Migration (IOM), as well as the international financial institution World Bank (WB). There are two non resident agency - the United Nations Entity for Gender Equality and the Empowerment of Women (UN WOMEN) and the Economic Commission for Latin America and the Caribbean (ECLAC).

We work together as the United Nations Country Team (UNCT)  to support the development efforts in Jamaica and several countries in the Caribbean Region. While each organization has programmes and projects in line with its own mandate, the United Nations Country Team ensures that these programmes reinforce each other and provide the most effective aid in a well-coordinated manner. This is achieved by a Common Country Assessment (CCA); the UN's evaluation of the country situation and the resulting United Nations Development Assistance Framework (UNDAF). The UNDAF represents a comprehensive guide for development cooperation activities, it is based on the Country's National priorities and needs for development within the context of the Millenium Development Goals (MDGs) and the other international commitments. UN Country Team Coordination

The UNDP Resident Representative also serves as the Resident Coordinator of development activities for all United Nations Agencies in the Jamaica Country Office. UNDP also participates in United Nations Theme Groups and other mechanisms aimed at coordinating United Nations assistance based on the UNDAF. It has contributed to several United Nations joint programmes, including a corruption study in partnership with the World Bank and a new rapid assessment of the impact of the global food crisis on Jamaica, in partnership with FAO and UNICEF.

UN Communications Group  

The UN Communications Group (UNCG) seeks to strengthen inter-Agency cooperation in the field of communications and to increase public awareness of United Nations activities in the Country by:

1. Providing leadership in communications for the UN Country Team
2. Showing how UN programmes are delivering results emphasizing inter-agency collaboration
3. Promoting a coherent image of the United Nations in Jamaica

Coordination for Aid Effectiveness

The work of the Office of the Resident Coordinator extends to the wider International Development Partner (IDP) community. Each year the Office of the Resident Coordinator organizes a retreat of IDPs. There has been increased coordination of the wider IDP community through Thematic Working Groups to strengthen collaboration on common projects. These Thematic Working Groups are:

• Food Security
• Education
• National Security, Justice and Crime
• Debt, Public Finance and Economic Growth
• HIV/AIDS

The effort at ensuring optimal aid effectiveness is in keeping with commitments under the Paris Declaration of 2005.

The Paris Declaration, endorsed on 2 March 2005, is an international agreement to which over one hundred Ministers, Heads of Agencies and other Senior Officials adhered and committed their countries and organisations to continue to increase efforts in harmonisation, alignment and managing aid for results with a set of measureable actions and indicators.
